Tenzo is basically Naruto's big brother/dad and everything is SO MUCH BETTER.
Does the Sandiame ever find out about all this? Or is he blissfully ignorant until he retires a 2nd time? And does Naruto get to officially move in with Tenzo once Tsunade becomes Kage??
I'm gonna say the Hokage knows by virtue of being the fucking Hokage (with his crystal ball) but but is purposefully ignorant so the Council can't call him on it. Like he does his drop in on Naruto's apartment visits just to keep the ANBU on their toes.
It also weirdly keeps ANBU together and massively drops the rate of ANBU shinobi dying or retiring after a breakdown. It solves a few problems for him if he doesn't acknowledge it. Still a dick move, but at least it's useful and Naruto gets a weird co-parenting family unit out of it and Root gets dismantled.
