This is a Guardian Rises quest that happens at the same time as Lightfall. However, in my headcanon, Shaw was never told to leave his post (as it probably happens in the actual canon). Instead, he and his fireteam are still looking for the superconductor while a random veteran is doing the campaign.
If it's still confusing, think of it as creating a new character and doing Guardian Rises while your advanced character is still midway the Lightfall campaign.
