This is just original dialogue. Although, what slightly led him up to this point was him standing in for Ninian and Florina's support dialogue. Nergal winning the best father award definitely made both Ninian and Nils miserable and guilty moreso than the secret of them being dragons. It's more of Nils making excuses to punish himself and distance others but it ended up spilling over to a rant against everyone. The one he's most ashamed of is himself and Nergal. Thus making him feel unworthy of reconciliation like what he was witnessing in the meeting room.
