Summary
Smaller satellite bases, such as the one Jecra and a small portion of those he commands are stationed on, simply are not fully equipped for long-term accommodation for many of the species the GSA houses. With well over two hundred unique species are catalogued in the ranks, the stars they come from are equally diverse. Making everyone comfortable is impossible.
