    One year after the Pan-Pacific Republic triumphed over the Paranormal Liberation Front, the world prepares to embrace a future free of villainy. With All For One's dark plans gone for good, the forces of villainy appear to be finally defeated.

    But in the shadows of this peace, a new and dangerous threat emerges: the Western European Federation.

    This powerful faction has rapidly remilitarized, driven by a hatred of Quirks, which they call a "plague" and "unnatural disease." They view Quirk-bearers as a threat to their way of life, and threatens the democratic European States Allied Forces with war. Their ultranationalist leaders have ignited fanatical and religious loyalty, pushing for a world order devoid of Quirks.

    Behind the curtain is Leonid Rasputin Dragunov, the long-thought-dead nemesis of Raleigh Morrison and Hero Batch 99. Dragunov, and the Knights of Stain, resumes their mission to destroy the Hero society and eradicate all Quirks, this time with the full military and political might of the Western European Federation and its citizens.
