He'd started the list as a fresh recruit and labeled it “stay away,” but its exact meaning changed as Leiter moved closer toward belonging on the list himself. At the moment of Bond's cataloging, Leiter would have titled the list something like "proceed with caution."

The DPD have limited time to find out who the android is, who made it, and how to stop it. The answer likely lies inside an android found by the FBI outside a burning bunker, but its memory has been routinely deleted, and the only way to recover the memories is to find ways to trigger them.
