Welcome to the apocalypse, where in this world, things aren't just black and white; there are shades of gray. In this world, Umbrella still fell, but what it left in its wake was a monster that was always hungry, and Wesker thought he had the power and capability to feed it to reign it in. When the events of Kikuju occurred, two single changes sent this world into Chaos. Jill Valentine was never rescued. Chris and Sheva escaped the secret facility of a joint Tricell and Umbrella facility, chasing Wesker to a cargo ship. And then here the second event changed the world; they still brought the assault bomber down, but Wesker was never confirmed dead, and the virus spread not through the air but through the water. Part of the aircraft had crashed into the sea, and it wasn't with the Uroboros virus, but with just a regular strand of the T-Virus, and as it spread, fish captured from it transferred the virus due to both eating the fish and also the vitamins that are made from fish oil. And then the world collapsed, but Umbrella remains. Wesker activated and got running several of the old facilities, promising safety and protection in return for loyalty again.

Summary
7 months after the outbreak of the Dollar Flu, in New York City, the virus has spread to Washington, D.C. The chaos of the virus began with attacks on the Pentagon, The National Mall and other landmarks. Riots followed the day after and the security forces were hit, forcing them to evacuate the capital. The city is in ruins.
Megan Collins has been a member of the Strategic Homeland Division since Directive 51 was enacted. Whilst defending a civilian settlement from a bandit attack, the SHD Network, the system controlling their advanced technology and communications, suddenly shuts down, and they receive a Division distress call from Washington, D.C.
Megan teams up with Agent Kelso, and together they fight to restore the SHD network, drive out ruling factions and restore order to the war-torn capital. But amongst all of the gunfire, destruction and loss is it even possible to do more than just survive?
