On the day she lost her eye, Aemma learned there was no justice in the world and that if she wanted the debt between Lucerys and her to be settled, she'd have to settle it herself.
So she would bide her time until war would invetiably break out. She would ensure her brother ascended as King, make the Blacks pay for their many sins, and take Luke's eye to present to her mother. A debt paid.
Unfortunately for Aemma, none of this happens.
