The week of his birth, Sokka had gone completely silent in her stomach, the moving had stopped and she had known something was wrong. She felt it, in her bones and in her blood. It’s enough concern that the village healers and elders gather together to pray to the spirits and soothe her aches. He’s born quiet and despite her pain and difficulty focusing, she screams prayers to Tui and La for her baby. And then, almost like he’d been waiting to hear her voice, her baby wails.
When Zuko is born he is no miracle, but a product of deliberate action. He had been a healthy baby. Ursa had almost no problems during her pregnancy and his birth had been as uneventful as a birth can go. The Firelord has no interest in their son until he is old enough to hold his own head up. For a bit, Ursa feels peace. She never sets her son down, held tightly in her arms, radiating warmth. There is no love in his creation, but she makes up for it by loving him twice as hard when he’s born.

Zuko and Sokka have a lot more in common than they think. Sokka and Zuko get trapped in an ice cave during the raid of the Northern Watertribe. One conversation can change a lot.

Ursa dies a few minutes after her birth which leaves Zuko to take care of his new baby sister and raise her like he knows his mom would have.
Three years later, when Zuko is banished, he takes his toddler sister with him to find the Avatar. Ozai allows it on the condition that he must return Azula if she starts firebending. Zuko definitely doesn't lie and definitely doesn't send letters telling him Azula's firebending is horrible.
