Summary

Summary
It almost always starts with a question.
"Can someone without a quirk be a Hero like you?"
Maybe the wording is different, perhaps the context, but it's always the spark of Change, be it good or bad.
In this case, the question is the same, but the answer changes.
All Might thinks a little differently, is a little more observant, and instead of saying no, he asks...

Summary
Midoriya Izuku, 28 years old, one half of the team that makes up Dioscuri. Entirely quirkless, he is the first and possibly only, quirkless pro hero.
Nedzu, the other half of the team that makes up Dioscuri. With the quirk High Specs that granted him increased intelligence. He is the only non-human pro hero in all of the world.
Alone, these two would have never made it into the profession. With quirkless being less and less common with each generation; Izuku was never given any opportunity to follow his dream. Nedzu, being a chimera, wouldn’t have been able to get far on his own. The system was twisted in favor of humans only; animals couldn’t legally be heroes. Alone they were cast out of society.
Together they formed the pro-hero and principle of Yuuei High School: Dioscuri.
Or: the AU where Nedzu and Izuku fake being one hero so that they can utterly wreck the commission for denying their dreams.

"Well, your child's quirk has seemed to come in overnight." The doctor explained.
"Well, what is it?" Inko asked.
"Based on some of the tests we ran, it seems that he has a transformation quirk." The doctor explained. "His quirk seems to allow him to transform into different species. Though I'm not sure of the limits of what he can transform into. Currently, we know that he's able to transform into a Tetramand, a Galilean, and partially a Vulpimancer. Hopefully, we'll get more information as Izuku gets older."
It made sense to Inko. After all, she'd seen other quirks change people in her time and most of the time those changes turned out fine, but occasionally... Sometimes it didn't. Sometimes people just lost bits or pieces of themselves. Like a doll that fell apart and couldn't be put back together again. But Inko only thought that for a moment. As long as she didn't criticise Izuku in case his quirk caused him to have any personality changes, she was sure he wouldn't become a monster.
