Summary
All the shots Steve showed him were of some six-foot model with dark artfully-styled hair, and the beginnings of a well kept moustache and goatee, and clothes that definitely cost more than their rent. He also always seemed to be standing in front of a gorgeous coastline, or some luxury, million-dollar house. And Steve wasn’t in a single one.
Which was when Sam realised this was all a scam. A harmless scam intended to raise Steve’s self-esteem, sure, but a scam nonetheless.
Sam's just happy that Steve's happy - even if his new guy is completely made up. Because surely Tony is too good to be true.

"Steve," Tony interrupts Steve's solicitous stream of concern. "Do we have a date this afternoon?"
"Sorry, a what?"
"A date," Tony repeats. "My calendar claims that I have a 'Coffee Date with Cap' at four o'clock."
There's silence on the other end of the line. Then, hesitantly: "Like, a date-date?"
"That's what the calendar says," Tony confirms.In which Tony and Steve lost only a week's worth of memories during a mission, but it turns out it was a somewhat important week.

Tony hadn't meant to make a habit of reassuring Steve's partners that his relationship with Bucky was totally and wholly platonic. It just happened to fall to him once, and then kept falling to him; Tony simply went along with it.
A couple years down, he had talking points and everything. So when Steve's latest partner asked to speak with him, he assumed it was (once again) because they felt insecure about Bucky's presence in Steve's life. Imagine his surprise when it turned out they felt threatened by him.
