Use one of their own against them, force All Might to fight his own successor, and he gets to use Izuku's knack for analysis for himself. A recipe for success!
Unluckily for him, he's not prepared for Izuku, who knows exactly how to find loopholes in laws, befriends anyone, and creates chaos without even trying. Soon All for One will learn why Aizawa calls his class "hell spawn." It's time for U.A's Problem Child #1 to show his true abilities.

“Daddy, I found the milk!”
The words were accompanied by a tug on his sleeve, and Hizashi startled so badly he dropped the tub of ice cream he was holding.
He managed to awkwardly catch it between his hip and the freezer door before it hit the ground, and let out a sigh of relief. Then he remembered his priorities, and glanced over to the right, where a young boy with bright green eyes and hair was nervously shuffling his feet, holding out a carton of milk with the hand not attached to Hizashi’s sleeve. He was tiny. Only four years old, perhaps? Five?
Hizashi looked in confusion from the hand on his sleeve to the milk and back to the boy’s face. “Hey kid, I think you’ve got the wrong—”
“No, Daddy, we always have this milk!” the boy said quickly, rushing the words before Hizashi could finish. This time, however, his eyes darted nervously over his shoulder, and Hizashi paused. That wasn’t just nervousness in the boy’s eyes – it was fear.
Or: Hizashi saves tiny Izuku in a grocery store, and then proceeds to save him forever.

That- that would be enough to cover rent, and that’s just for a single day? He finally processes the man’s last sentence.
“What does the last thing you said mean?”
“Well, my family member is…. let’s just say finicky. He’s prone to going on hunger strikes and trying to escape his room.” The man fixes Izuku with a serious expression. “Under no circumstances, are you to allow him to leave his room. Failure to comply with that rule will result in severe punishment. Failure to get him to eat a meal will result in lost wages. Three hundred per meal not eaten, so it would be in your best interest to make sure he eats.”)

Summary
On paper, the Hero Commission's plan to investigate Midoriya Izuku under the guise of a training course for combating mental quirks is solid; foolproof, even. If Midoriya turns out to be innocent, they can pass everything off as part of the training exercise, assuming he remembered any of it. Otherwise, they could beg forgiveness after the traitor was securely imprisoned in Tartarus.
The paper plan failed to take into account the feral ghosts living in Midoriya Izuku's head, or his equally feral living friends.
Time to bring on the chaos.

“Breakfast is ready,” a deep voice — Aizawa-sensei’s familiar voice calls from another room. “Come eat.”
And… Izuku can’t remember the last time someone made breakfast for him. It must have been years. Probably before he taught himself to use the stove. Despite himself, he feels tears pricking his eyes.
Mic-sensei doesn’t comment on that, instead taking one of Izuku’s hands. “Come on, baby; let’s go eat before the food gets cold.”
Izuku should fight. This isn’t normal, or healthy. He’s been kidnapped, put in some weird twilight zone copy of his room and told he’s being forcefully adopted and he’s not allowed to return to his mother, but instead, instead he obediently follows his teacher to a table in the the kitchen, where a large serving of food is set out for him — unlike at his mother’s house, where he has to take small servings, this is in accordance with what is required because of his quirk; he needs massive amounts of calories compared to the average person ever since accepting One for All.
