Blame Tiktok, it's a Pearl Harbor Remix.
Dick gets a missive that Tim is MIA, presumed dead and travels to the base to collect his personal effects instead of waiting for it to come into the post. When he gets there he's immersed in secrets and half truths and ends up returning to Gotham with a wife in tow.
This is what Tim would've wanted. How could he let Tim's child grow up without any support? Without a proper name?
On the other side, Stephanie knows how the system works. It will never be in her favor so she takes the only chance she has. Holding Dick to a promise that Tim made to her is unfair, letting him think what he does is deceitful, but with Dean sniffing around the doors are closing. She's lived her life under the fist of one man, she won't let it happen to her child.
Falling in love with the life they cobble together was never in the plan.
She guesses this is why they say God laughs...
This is payback because she's a lapsed Catholic, isn't it?

She keeps her head down, focuses on work and Becca and studying for boards, and all the time, she’s thinking of Emily.
Mel had thought she was so pretty and cool, the first time Dad brought her to dinner. Emily wasn’t the only guest—there had been at least two other grad students invited, too, but Mel only remembers Emily’s red-brown hair tumbling over her shoulders, the hazel eyes that looked almost as big as an anime character’s, the way she talked with her hands about the Victorian novels that lined the bookshelves in Dad’s study. After dinner, Mel and Becca had agreed that Emily looked like a Disney princess, and when Becca said something about it a few days later to Mom, Mel didn’t understand why Mom’s laughter was brittle.
