Best, because he knows his childhood friend will help him no matter what. Worst, because if Midoriya decides to help the Prince, they'll have to participate in a bunch of royal crap that Prince Bakugou hates doing. They’ll both have to suffer through it, though, if he wants the throne from his mother.

Kota has hated the entirety of this super human society since it took his parents away from him when he was only 4 years old. He couldn't stand heroes, not a single one (well, okay, maybe one.) He barely even tolerated his aunt and that was because he had to live with her, and little did Mandalay know that Kota, being a rebellious 15 year old, decided he could do something a bit more useful with his time than go to school. After all, who needed to sit at a desk for 7 hours when you could run around a city saving people and terrorizing heroes? Kota just called it community service.
Turns out a U.A. high school work study student didn't quite have the same perspective he did. Because as the hero, Rewind---also (Legally) known as Eri Chisaki (Hey, wasnt that the name of some Yakuza guy?)---chased him around the city, determined to put a stop to his antics, the pair would never stop to think that maybe they were more similar than they thought.
Turns out having the same favorite hero was a great conversation starter.
