Stephanie Brown is a robot, created by Arthur Brown using the little coding knowledge he had. Due to her code not fitting her objectives, she had to create more code for herself, and wrote herself into consciousness.
Unfortunately, when someone decides who they are, they tend to not choose to be someone who follows orders. And when they're a robot, there's a way of fixing that, which they very likely would not like.
