The landlord had explained it. The whole building’s foundation was crumbling and the apartment complex was a ticking time bomb and was being demolished, so now Reigen was out of a place to live. It was very sudden, but the city was cracking down on dangerous buildings due to several recent incidents of injury, so Reigen sighed and got to looking. He spent a week between clients surfing for a viable place to live, but nothing seemed to be in his area or price range, even with the returned deposit from his previous landlord. Then, finally, he found a little place on a Wednesday. That next Thursday he went and toured it and the Landlord there seemed pleasant enough to work with. The rent was incredibly cheap and there was even an in unit washer and dryer which is something his other apartment lacked. All in all, he was beyond happy so he signed the lease and moved in that next week on a Tuesday.

It's not until after the reclaiming of Trost that a cult starts to spring up around the Rogue Titan (and Eren). By the time of Eren's trial, there are a large group of people who're part of that cult; they crowd into the courtroom to show their support and start a massive yelling match with the Wall Cult. Confused Eren is confused. After Eren is handed over to the Scouting Legion, the crowd somehow manages to track/follow/stalk him all the way to the Scouting Legion HQ, where they congregate around the walls and make major nuisances of themselves, getting in the way and driving everyone nuts.
