Kylo's vision is not just for the Dark Side to rule, but to have Rey join him, help balance galactic politics and start new era with her. Kylo is tired of past generations of politics that did not work! He wants something new for the galaxy, and that 'something new' came to him from a vision of the Force. If he can only get Rey to listen and take his hand, he's confident a new era of politics and balance can begin. He knew very well when he offered Rey his hand on the Supremacy a year earlier that she was his 'equal in the Light' and that she is a Jedi, but that didn't stop him. He still wants her by his side to rule with him. Will he ever convince her?
